Our client, a prominent player in the management and maintenance of one of the largest highway networks in the country, is seeking a Senior Engineer (Development Management) for an exciting role. The successful candidate will work on an Integrated Services contract, ensuring the design and construction of developer’s highway infrastructure works (both new highway construction and improvements to the existing highway network) are acceptable for adoption as public highway, maintainable at the public expense.

Key Purpose of the Role:

The Senior Engineer (Development Management) will manage the implementation of developer-funded highway works associated with approved planning consents. This role ensures that projects are designed and implemented in accordance with planning obligations and the policies of the overseeing authority.

Responsibilities:

  • Policy Development and Implementation: Contribute to the development of policies, plans, procedures, and practices to achieve economic and community goals, introducing new practices and procedures for efficiencies and technological advancements.
  • Programme Delivery: Ensure delivery of the programme of works within budget, on schedule, and to the specified quality.
  • Budgetary Control: Oversee specific programmes of work to ensure value for money.
  • Development Consultations: Assist in consultations with the Local Planning Authority for proposed developments.
  • Design Approval: Agree on detailed designs and ensure compliance with planning permission conditions/obligations.
  • Stakeholder Liaison: Undertake extensive liaison with internal and external stakeholders, strategic partners, and other providers.
  • Statutory Compliance: Ensure statutory processes are followed as necessary.
  • Legal Agreements: Instruct legal agreements to allow developers' infrastructure works to be adopted as public highway.
  • Advisory Role: Provide timely and accurate advice to various stakeholders, including County Councillors, District Members, Parish Councils, and the general public on all highway-related matters.
  • Team Management: Manage and provide technical direction for team members dealing with all aspects of the highway service.
  • Performance Targets: Meet specific individual and shared targets and objectives defined annually within the performance management framework.

Knowledge, Skills, and Experience:

  • Educational Background: Educated to RQF Level 6 (degree or equivalent) in a related subject or equivalent proven experience in highways and/or transportation.
  • Professional Development: Evidence of continuing professional development and expert knowledge in the relevant professional area. Membership of a professional institution such as CIHT is desirable.
  • Legislative Knowledge: Detailed knowledge of Highway Legislation, relevant design procedures, standards, and best practices, including a wide range of relevant engineering or service techniques and procedures.
  • National Guidance: Demonstrable knowledge of national guidance, legislation, and regulations relating to the design and implementation of highway schemes, with expertise in the Highway Act 1980 and CDM 2015.
  • Health and Safety: Detailed knowledge and experience in the application of all relevant Health and Safety legislation.
  • Networking and Partnerships: Ability to build strong networks and partnerships that are collaborative and influential.
  • Project Management: Demonstrable project management experience and proficiency with project management tools and Microsoft applications.
